Policy Roundtable with DCMS & DBIST on Tabled US Federal Tax Incentive
On: Tuesday 20 October 2026 from 11.00am – 12.30pm
(Registration/coffee from 10.45am)
At: Central London location AND via Video Conference
For: British Screen Forum Members and Associate Members only
Senior DCMS and DBIST officials have agreed to take part in a roundtable with Members to discuss the implications for the UK screen sectors of the US Motion Picture, Television, and Entertainment Revitalization Act which was officially introduced in both chambers of the U.S. Congress on 24 September 2026 and which is supported by a strong bipartisan coalition and the White House. The bill has the potential to reshape the global screen production landscape by reshoring production back to the United States. Given the key role played by US studios and streamers in the UK film and TV production sector, the Bill (if enacted) may have a significant impact on the UK screen sector.
A new report Economic Impact of a Proposed US Federal Production Incentive produced by Olsberg•SPI for the MPA estimates that the US incentive would generate an additional $125.3 billion in US-based production spending over nine years. While the report does not estimate the extent to which that increase would result from decreases in production spend in the UK, its scale suggests that a significant impact could be felt here (as well as in Canada and Australia). Leon Forde (CEO, Olsberg•SPI) will present the findings of this report at this roundtable meeting before participants consider the measures included in the bill, the process and timetable for the legislation and its implementation, the potential impact on the UK, and how the UK might best respond to mitigate that impact.
DCMS will be represented by Georgia Hutchinson (Director for AI and Creative Industries); Alastair Jones (Deputy Director for Creative Industries); and Alexandra Gillespie (Head of Film & High End TV). DBIST will be represented by Tendai Chetse (Head of Creative Industries & Sports) as well as two colleagues that are currently TBC – one of whom will be from their US bilateral trade team.
